Laymen's Ministry
1 And Saul was consenting unto his death. And at that time there was a great persecution against the church which was at Jerusalem; and they were all scattered abroad throughout the regions of Judaea and Samaria, except the apostles.
2 And devout men carried Stephen to his burial, and made great lamentation over him.
3 As for Saul, he made havock of the church, entering into every house, and haling men and women committed them to prison.
4 Therefore they that were scattered abroad went every where preaching the word.

19 Now they which were scattered abroad upon the persecution that arose about Stephen travelled as far as Phenice, and Cyprus, and Antioch, preaching the word to none but unto the Jews only.
20 And some of them were men of Cyprus and Cyrene, which, when they were come to Antioch, spake unto the Grecians, preaching the Lord Jesus.
21 And the hand of the Lord was with them: and a great number believed, and turned unto the Lord.

There are arose a great persecution spearheaded by Saul of Tarsus. This followed the martrydom of Stephen the deacon. Saul had been at his stoning. After the stoning of Stephen's death a great persecution came to the church at Jerusalem. As a result
the members of the Jerusalem church were scattered aboard and as they went forth they preached the word. Only the apostles stayed in Jerusalem after the church was scattered. Notice they all went forth preaching because as believers they were given an anointing to preach although some where not called to the fivefold ministry. First Jesus called the twelve disciple that He called apostles sent them forth to preach and heal the sick.
1Then he called his twelve disciples together, and gave them power and authority over all devils, and to cure diseases.
2 And he sent them to preach the kingdom of God, and to heal the sick.

He gave them power (dunamis) and authority (exousia) over demons and to cure diseases. He sent them authority and power to preach the kingdom of God and heal the sick. The went everywhere two by two preaching everywhere that men should repent and cast out many demons and anointed with oil many that were sick and healed them (Mark 6:7-19). After that Jesus sent seventy laymen to preach and heal the sick
1 After these things the Lord appointed other seventy also, and sent them two and two before his face into every city and place, whither he himself would come.
2 Therefore said he unto them, The harvest truly is great, but the labourers are few: pray ye therefore the Lord of the harvest, that he would send forth labourers into his harvest.
9 And heal the sick that are therein, and say unto them, The kingdom of God is come nigh unto you.
17 And the seventy returned again with joy, saying, Lord, even the devils are subject unto us through thy name.
19 Behold, I give unto you power to tread on serpents and scorpions, and over all the power of the enemy: and nothing shall by any means hurt you.

Jesus desires to give every member of His body authority and power to proclaim His kingdom and to heal the sick. God wants all His children live, operate and walk in the supernatural.
28 And it shall come to pass afterward, that I will pour out my spirit upon all flesh; and your sons and your daughters shall prophesy, your old men shall dream dreams, your young men shall see visions:
29 And also upon the servants and upon the handmaids in those days will I pour out my spirit.

16 But this is that which was spoken by the prophet Joel;
17 And it shall come to pass in the last days, saith God, I will pour out of my Spirit upon all flesh: and your sons and your daughters shall prophesy, and your young men shall see visions, and your old men shall dream dreams:
18 And on my servants and on my handmaidens I will pour out in those days of my Spirit; and they shall prophesy:

God is wanting raise up an army who He pour out His spirit upon them.
